Shelby County is officially classified by the state's Department of Alcoholic Beverage Control as "moist", meaning that the county as a whole is "dry" (not allowing alcohol sales) but contains a "wet" city where full retail sales, both packaged and by the drink, are allowed. The city of Shelbyville is wet. The surrounding county is 'moist" in a different sense, prohibiting package sales but allowing sales by the drink in larger restaurants (seating at least 100).
