This has been an ongoing conversation at wikiHow actually -- whether to merge or delete. I tend to fall more on the delete side of things, because I see so many areas where people are just duplicating content that's already on the site, and merging is a time-consuming activity that I feel shouldn't be done unless it will really help the quality of the article that already exists (which, with the ones I NFD, is usually not the case). I'll usually mark something to merge only if I see some info in it that seems new and useful, instead of just a different way of saying the same thing. I just see so much of the same information come into the site day after day that I try to find some way to limit it as I can. Of course, I'm not always right about this, which is why NFD is not an outright deletion (it's just a nomination); there's always room for discussion about whether it should be deleted, whether it should be merged or even left on its own under a different title. If others feel strongly enough that an article has valuable, new information, then that stuff will stay in some form.
